As President Bush slinks off to a much merited place in the dustbin of history, I thought I would take a moment to look back at my own attempt to chronicle the damage he did to us as individuals, a people, and a country. I began my scandals list almost two years ago as a protest against amnesia. I had the feeling that however much I could remember Bush doing, there was a lot more I had forgotten. A constantly changing and never ending parade of cronies, criminals, and incompetents danced before our eyes. They were there, spent their 15 minutes of notoriety and ignominy in the public spotlight, and then slipped away, immediately replaced by others. It all seemed designed to keep us stunned, confused, off balance, reacting to the newest outrage, as we forgot the others. It was the Shock Doctrine as media policy.
Yet I don’t think Bush and his Administration actually planned it this way. That’s because they never really planned much of what they did. Nor do I think they were concerned about any consequences that might stem from their actions. They always assumed that consequences would be borne by others, not them, and so of no importance. Instead I think this was just a serendipitous silver lining to the sheer magnitude of their failure. The Bush Administration screwed up so often and so massively that its disasters began to obscure each other and run together. You might remember Katrina and Brownie but what about Rita and Ike? Even if you were aware at the time of the politics, the cronyism, the broken promises, the poisoned trailers, the scattered population, would it remain clear to you a year or two on?
Perhaps some of us could do it in a few instances but I doubt any of us could do it for all of them, hence the list. It started out as short phrases to jog the memory and convey an idea of the enormity of what we faced. As time went on and the list kept growing, I decided this wasn’t enough. I wanted to show it wasn’t just about memory but also about evidence so I began adding details, names, dates, numbers, and links. (And in this I was aided and abetted by my co-conspirator in truth selise who made all these changes possible.) I tried to have each entry tell its own story. At first, I tried to suspend judgment but this proved impossible. On some items like torture, the facts speak for themselves and carry a judgment from which there is no escaping. In some sense, this is also what happened with the list. After a while, it wasn’t simply a recitation of facts and incidents, it too became a judgment.
To be blunt, the reason there was a need for the list at all was because the media and the Democratic party didn’t do their jobs. The media did not report, underreported, misreported or reported far too late to matter most of what went on in the last 8 years. They fed us narratives filled with talking points, not facts. Access and he said / she said reporting became the order of the day. Real journalism occurred by accident or was perpetrated by a lonely few. Meanwhile the Democrats refused to raise any opposition and found silence and complicity the better part of valor. So to create the list I had to do what all of us in the blogosphere have had to do. I had to pick among the media, unpack, unspin, and deconstruct their narratives. I went to primary sources. And I did this not alone but benefiting from the collective effort of us all.
And what I found horrified me.
Our government has been hollowed out. It is not just the Justice Department but all departments and agencies whose mission it was to help citizens that were filled with Bush appointees whose job it was to dismantle them. Interior became a playground for drilling, mining, and developers, Labor for Big Business, the EPA for polluters, Energy for oil and gas companies, the Pentagon for neocons, the SEC for Wall Street. Nor was it just the top echelons where this rot occurred but went down to the fourth and fifth tiers, to the Monica Goodlings and Kyle Sampsons. And it wasn’t here or there but across the board that this demolition of our government occurred.
Our government has been looted. It began with tax cuts for the wealthy and corporations. It continued with the promotion of deregulation and the financial bubbles. It is finishing with us on the edge of depression. While the rest of the economy falls apart the government continues to announce one monster bailout of the financial industry after another.
Our Constitution and the rule of law have been trashed. The last 8 years saw the creation of a Presidential dictatorship: torture, indefinite detention, kidnapping, spying, kangaroo courts, signing statements, illegal wars, and for all these things there was no accountability, none.
What I hope the list conveys in its own imperfect way is that these were not isolated events committed by a few people. This was an undertaking that thousands in the Bush Administration worked on day in day out for 8 years. This was their job. They made a career out of doing in our government, and we were paying them to do it.
And yet, Americans did not take to the streets. Democrats did not oppose. The media cheered on. As I said, my list is a judgment on George Bush. He is the worst President in our history. My list is a testament to that fact. But it is also a judgment on us because we let it happen. Yes, some of us spoke out, but the question that haunts many of us, and certainly me, is could we have done more.

Did ya ever measure how many kilobytes it is? I’ve found that a personal letter is 3 to 7 kb, articles are usually 10-15 kb, lengthy articles are 20-25 kb. This list looks like a few hundred.

Hugh, your List is THE record of our times, what you and selise have provided the rest of us leaves no wiggle room or rationalization for ‘good’ Americans to, comfortably, hide behind. It cannot honestly be said, “No one knows …”, nor, “The extent is essentially unknown …”
Neither may it be claimed that these were simply “policy differences …”
Your List compells us, for it is the “knowledge”, itself, the “record of the evidence”, to act, to act because everyone else will now know, everyone in the world and every generation which suffers the ‘consequences’ of this era of “stupid” shall know.
Your List speaks quite as much to our conscience as to our intellectual ‘understanding’.
You share far more than the ‘listing’ of misdeeds and your eloquent words; you provide us opportunity to rescue ourselves from madness and pretense, from avarice and the sloth of unearned ‘comfort’ of the easy, glib assumptions of ‘exceptionalsim’ and “Manifest Destiny”.
You offer what is, perhaps, almost certainly, the most important key to the future.
I hope that we shall partially repay the many efforts which went into this herculean task by doing what must, for the sake of the best aspirations of our people and the principles upon which we claim to have established this nation, be done.
It should not be a question.
Either NO ONE is above the law, or this nation shall, indeed, and in fact, perish from this earth.
Either way there will be justice, at least of a sort.
And either way, you shall be honored by all who value truth, honor and justice.

I occasionally disagree with you and Selise, but this is a very fine post. I truly appreciate your effort and I certainly could not have said it better or summarized the disaster more completely.
Having watched the beginnings and growth of this work, my only hope is that as more facts are gathered, a different character type be used to designate contemporaneous work as differentiated from subsequent work. Truly a major work of contemporaneous history.

Dugg. Anyone who feels that ‘it’s all done’ at 12:01 p.m. today is living in a dream world. Bush, Cheney et al. have touched all of us (and actually everyone else in this world, alive and yet to be born, unfortunately)in ways that even we won’t grasp yet – and which unfortunately will go on for years to come. And Bush’s comments about Roberts and Allito at SCOTUS only prove to me that he knew exactly what he was doing, before he did it, while he did it and after the act took place. I used to think our choice with Bush and Cheney was stupid or malicious – I realize now that it was always just malicious.

Watching Olbermann’s list the other night, I frankly hung my head in shame. There WERE so many things I’d forgotten.
I think that’s why it’s so important now that the Dems have actual power for once since 1994 and so many of them are demanding investigations that we must keep our voices strong. I believe many other Americans, activist or no, feel the same way.

I got sober in 2000 and have spent my entire sobriety watching these men trash my country and wondering if I could have done more????. I don’t know what more we could have done, Hugh, since there were so few of us even willing and prepared to raise our voices.

As someone commented on another Bush in office–I’m not so sure that it won’t happen again. I think George Herbert Walker Bush’s comment on Jeb running for prez was not, in any way, an accident or slip of the tongue. It was a seed planted towards their goal. I’m still trying to plow through Kevin Phillips’ book, American Dynasty, —the Bush tentacles run far and deep. They’re a machine, as Hugh alludes to–they’ve hollowed out our government and put their own people in powerful places.

i just checked – it’s taking a very long time for the page to load. we may be in the process of crashing the server – that’s actually happened before, when hugh’s list got front paged on reddit a few months ago. but at the moment, it looks like it’s up, just going v slow. you might try loading only the table of contents for now if you can’t get the entire page to load (warning it’s about 1.2 MB).

That is the nub of it and it includes all of us. The problem, when government gets out of hand, is the citizenry is disorganized. What’s more we are not inclined to organize. We think organization impinges on individualism and we are not crazy about taking responsibility for government. We’d rather complain about the mess in Washington or elsewhere and do nothing significant.
Bush showed us how easy it is. I don’t know why he didn’t go for dictator. Maybe the generals wouldn’t get behind him or maybe he lost his nerve although that’s unlikely. We had a narrow escape. Next time we might not be so lucky.
Well, Alaska is a stern but generous land.

Her popularity is waning. The legislature’s 2009 session begins today. Instead of walking in there with oil at $110 per barrel, we’re looking at something below $30. anything less than about $70 for the upcoming FY, and Alaska’s going to be in the red.
Her preferred gas pipeline deal doesn’t appear to be able to get financing. Barring some miracle or the actual “Second Coming,” it is all downhill from here for Mooselini.
I tell ya. We need hard copies. On the bookshelves. In the libraries. In every home. On every desk in Congress… !!!

I would think that the pipeline would be hit by the double whammy of collapsed price plus tight credit. This is one of the dangers that a lot of alternate energy is now facing. What was economically feasible competing with oil at $70/bbl now isn’t. Although I have long been an ethanol critic, the big story in the Midwest is the bankruptcy of a lot of ethanol plants. They got whipsawed by the high price of corn followed by the collapse in oil prices. But I would not be surprised to see better alternatives like wind and solar hurting now.
I wonder if Obama has been practicing soluting. After noon he will be expected to return salutes from the military.

Photo op of the Bushes and the Obamas as the new president and his wife were greeted for coffee at the WH. The Bushes didn’t look genuinely happy to me, even tho the pundits said they were all smiling.
i JUST dont know what else i could have done. i was screaming bloody murder. i was signing petitions and passing them around, writing letters to God and everyone on down, phoning congress critters, screaming at the teevee and sending feedback to the media. i just don’t know what else i could have done to stop Bu$hCo or at least slow them down, but i wish to God it could have been more or that something i did would have mattered.
i primarily blame Congress for allowing this to go on for 8 long years. there’s a LOT of work to be done in straightening out Congress, and we’ll all be cleaning up the Bu$h messes for at least a generation, maybe 2 or 3.
it WAS and is horrific to behold.

It IS weird how the economics of this overall collapse is playing out, isn’t it? Energy too expensive, causing people in suburbs to question whether their communities even work, let alone how much their McMansion and V-10 pickup are feasible. By the time they figure out they are trapped, they are really, really fucking trapped.

Parenthetically, oil futures were at $32.19 when Bush took office and they are currently at $34.95. There was a pretty wild ride in between. The first price represented a corrected price upwards from the lows of the 1990s. The second is a deflationary price. I haven’t worked out exactly where the rational price (if there is such a thing) should be. My impression though is that anything below $45 indicates deflation and you can use that as a rough barometer of deflation and the state of the economy.

Late to this thread, but Hugh, I just want to say thank you to you and selise for all of your hard work in chronicling the details of what has been happening. Your work is invaluable.
Congress should be ashamed that your list was not read either in the House or Senate as a comprehensive indictment of Bush and Cheney in the course of impeachment. History will not be kind to Bush, but I suspect it will be even harder on Congress and the corporate press. Perhaps we citizens could have done more, but our wholly owned Congress is a formidable roadblock to the aspiration of citizens for their government to be responsive to our needs. We must never underestimate the extent of corruption in DC nor the challenge that remains before us in eradicating it.

We didn’t have a police state/military dictatorship back then. AND after Kent State everybody seemed to wake up that the gov was killing their kids.
Then, they clamped down once Reagan came in and started with the propaganda and the dummying down and the culture wars. Loss of our independent media made what we did in the 60’s and 70’s nearly impossible. I watched this nutroots movement grow online and THIS is what saved US. The repukes were too slow realizing what a danger we were. And now, hopefully, they won’t be able to stop us ever again.
That’s why Hugh’s list ( may it live and do it’s duty!) is so important. i don’t think this time the American people are a mood to let these criminals go, no matter how much Obama wants “post partisanship”.
Maybe that’ll happen when we drain the sump, but not before.

Funny though, I never thought Kyle/Monika were fourth and fifth tier. Maybe that’s because they were like a moat to fortress Harriet/Karl/Chimpie.
