HR 848, cynically misnamed “Performance Rights” bill sponsored by John Conyers will not benefit most artists. It will legalize payola, suppress creativity, create more pressure among broadcasters to consolidate. And once the new toll booth is planted in broadcast radio it won’t be long before it is deployed elsewhere…
