President Barack Obama announced this week that his administration would open areas from Delaware to Florida and in Alaska to offshore drilling for gas and oil. The Environmental Protection Agency (EPA) and the Department of Transportation also released new guidelines for auto emissions to cut carbon emissions, and the EPA said new benchmarks for issuing mountaintop mining permits would prevent damage to waterways in Appalachia. The environmental community welcomed these last two announcements but both were overshadowed by the off-shore drilling decision, which green groups largely condemned.

Sens. John Kerry (D-MA), Lindsey Graham (R-SC), and Joe Lieberman (I-CT) met with industry groups Wednesday evening to discuss their much anticipated tripartisan climate legislation. Based on leaks from the meeting, it sounds like the climate bill will be incredibly industry friendly, which may mean that the bill does little to help the environment.

Yesterday, Senators Kerry and Boxer introduced the Clean Energy Jobs and American Power Act (CEJAPA). You can view a section-by-section summary and the full text of the legislation here.

Many bloggers have already weighed in with their initial reactions. What follows is a round-up of these first impressions, as well as a few thoughts of my own.
